You do get additional skill slots (and new mutations) with the Blood & Wine DLC. But for the regular game, I didn't really mind the 12 slot limitation. It sort of forces you to choose the kind of "base" Geralt you want to be, but you can always switch stuff in and out depending on how much you know about...
